In his letter to Lodge, Roosevelt complains that the country is not handling the problems in Mexico as he thinks it should and that he will "smite the administration with a heavy hand" after the elections. only because he was trying to help his friends in their political endeavors. He says that Wilson is also endangering the country due to is refusal to consider the preparedness of the country. This becomes extremely significant since Lodge was a highly influential member of the government- he was effectually the Senate Majority Leader- that Wilson was forced to work with. If Roosevelt was able to bend the ear of Lodge he was more likely to be able to pressure Wilson into action.

...I see that Wilson is against any investigation into our unpreparedness. Upon my word, Wilson and Bryan are the very worst men we have ever had in their positions. It would not hurt them to say publicly what is nevertheless historically true, namely, that they are worse then Jefferson and Madison. I really believe that I would rather have Murphy, Penrose or Barnes as the standard-barer of this nation in the face of international wrong-doing....
